The Department of Transportation ("DOT") has issued the minimum random drug- and alcohol-testing rates for each of its operating agencies for 2005. The minimum testing rates are as follows:

The minimum annual random testing rates, which are the same as in 2004, are determined from data gathered by the DOT on violation rates from prior years.
