No organization wants to run afoul of the Federal Motor Carriers Safety Administration. On the contrary, you want to ensure that you remain in compliance with all of their regulations. Well, here’s a serious consideration: the FMCSA looks to employers as a first line of defense to keep bad drivers off the road.
To accomplish this, they have mandated that you acquire and examine an inclusive, fifty state, three year driving history on all candidates who apply to your organization as drivers.
What’s the challenge?

The problem is, if their records are not comprehensively searched, those applicants who expediently leave out one (or more) of the states where they’ve been licensed may be able to conceal deficient driving records. Not only does this open your organization up to charges of non-compliance, it also exposes you to hiring accident-prone, irresponsible drivers. All of which serves to increase your liabilities in an already litigious business climate.
The Commercial Driver’s License Information System (CDLIS) is a database administered by the American Association of Motor Vehicle Administrators (AAMVA). A federal mandate requires that all states use it to store information about the commercial driver’s licenses they issue. CDLIS, in short, is a crucial means for keeping unsafe commercial drivers off the road it ensures that they cannot hide or reconstruct their bad driving histories.

Mandated by the Commercial Motor Vehicle Safety Act of 1986, CDLIS supports the issuance of commercial driver licenses by jurisdictions, and assists them in meeting the goals of the tenet "that each driver, nationwide, have only one driver’s license and one record" through the cooperative exchange of commercial driver information between jurisdictions.
CDLIS has operated in all 51 U.S. jurisdictions (the 50 states and the District of Columbia) since April, 1992. As of April, 2004, there were more than 11.5 million Master Pointer Records on CDLIS, which grows at an average rate of nearly 40,000 new records per month.
An EBI CDLIS search fulfills FMCSA regulations by checking not only the CDLIS database, but also our proprietary Multiple License Pointer File (which contains reports from previous EBI MVR searches). This value-added service identifies any licenses that might not have shown up in the CDLIS search.
In a four year period during the nineties, 871,000 unsafe commercial drivers were denied licenses and kept off the road due to CDLIS. How many lives did this save? How many injuries were avoided? How much property damage? Without CDLIS, errant truckers could intersperse traffic violations among multiple licenses and escape detection by states, law enforcement officials and employers.
EBI’s advanced reporting will recognize candidates who do not hold a current CDL; we also identify any additional licenses an applicant has previously held. (CDLIS is the only known source for checking multiple commercial driver’s licenses.) EBI will verify the current state and license number of your applicant as well as up to three prior CDLs from different states. We search for records by matching both SSN and name, and provide additional identifiers such as license number, height and hair color. In addition, EBI will report if it cannot find a CDL for a given driver. |
