EBI's Commitment To NAPBS And The Industry
EBI is proud to be a founding member of the National Association of Professional Background Screeners (NAPBS). Since 2003, EBI has been an active supporter of the NAPBS mission to promote ethical business practices, compliance with the Fair Credit Reporting Act (FCRA), and continued awareness of issues related to consumer protection and privacy rights within the background screening industry.

The association provides relevant programs and training aimed at empowering members to better serve clients by maintaining high standards of excellence.
EBI’s Chief Knowledge Officer, Robert Capwell, has provided his many years of industry experience, insight, and leadership to NAPBS as Co-Chairmen of the Board of Directors, and serves as current Co-Chair of the Association’s International Committee.
As EBI’s representative, Mr. Capwell was an active participant on the Association’s Task Force to develop a
Background Screening Agency Accreditation Program. The Accreditation Program scheduled to launch in 2010, validates processes and procedures within the background screening industry and elevates standards to new heights in regards to compliance, best practices, security and overall consumer privacy.
NAPBS is currently expanding its U.S. based association to global background screening firms through an international outreach of shared awareness, education, and standards. The international committee, lead by Mr. Capwell and several industry colleagues, is chartered with creating a "universal opportunity" for screening firms to accurately understand the processes, logistics and laws of conducting international investigations. Serving as a communications hub for participating firms and service providers, the committee will also stimulate the development of country-specific guidelines and standards to mitigate the need for unnecessary government regulations. These efforts will create continuity, leadership, and awareness by fostering Affiliate Partnerships throughout the world.
The background screening industry continues to be heavily regulated within the United States through the FCRA, along with being monitored by a cross-section of several government agencies such as the Federal Trade Commission, the Equal Employment Opportunity Commission, the Department of Homeland Security and the Department of Justice. It is a primary mission of NAPBS to communicate and educate legislators and government officials on the critical value the association and its members provide to employers and consumers to ensure safety and security for all. EBI continues to support these legislative initiatives through active participation on the
NAPBS Government Relations Committee. In addition, EBI participates with NAPBS on a yearly trek to Washington, DC to meet with members of Congress and government officials so they better ascertain the overall role that the background screening industry plays in our society.
