Law Enforcement and Background Screening
Recent Cases Point to the Need for Drug Testing, Fraud Prevention and More
November 2007
New reports regarding law enforcement officials this week provide insight into the need to apply background screening to those who protect and serve, as well as the need to offer more specific forms of screening such as fraud prevention measures and drug testing.
In Wisconsin, Chippewa County Sheriff's Department senior officers had a lot of questions to answer regarding the hiring of a deputy who has recently served a 10-day suspension for holding his service weapon under his chin and making vague suicidal statements. Members of the public have expressed concern about that behavior and other alleged behaviors by the man that did not result in disciplinary action, including drug use, and by the failure of background screening procedures to implement drug testing, or to unearth a 1999 restraining order filed against him by a live-in girlfriend.
At the same time, the FBI has been called to task for its own poor background screening policies, as a female illegal alien from Lebanon is found working for both the FBI and the CIA. This was accomplished through the use of fraudulent papers, which allowed her to break into a top secret database detailing the FBI's investigation into Hezbollah in Detroit.
Such failures in screening are dangerous enough when they occur in standard employment positions, but they take on a whole new and more threatening meaning when law enforcement comes into play.
Drug testing an employee can save a firm money and time, but drug testing a police officer can save lives. And fraud prevention can keep the wrong employee from getting the job, but fraud prevention in the FBI can protect Homeland Security.
This is why quality background screening procedures ought to be the most stringent in cases of law enforcement, where lives can be on the line every day. Properly screening authority figures ensures that those who should be trusted to keep us safe, to protect and serve, can be trusted to do so day in, and day out.
