How Background Screening Prevents Identity Theft and Employee Fraud

In Camden County, Georgia, the county commission has learned the hard way that any background screening policy needs to include a credit check. When such measures become a standard of pre-hiring policy, dangerous issues like identity theft and employee fraud are minimized, potentially saving the company, or in this case the county, a great deal of money.

At jacksonville.com, the story of Camden County's search for a county manager is summarized for those unaware of the drama: "after three searches for a county manager over the past two years, the Camden County Commission voted to appoint Penny Woodard, the county's human resources department manager, to the position April 17. But it now appears Woodard was not held to the same standards, which included a background check and a credit history review, as the finalists for the position."

Woodard, it appears, has had 10 misdemeanor convictions for writing bad checks between December 2003 and November 2005. Furthermore, she also filed for Chapter 13 bankruptcy Sept. 25, 2000, and had the case discharged Feb. 13, 2006, according to court records.

Clearly, this is not the person Camden County wants as a manager.

But unfortunately, even if Woodard had been subjected to a quick background check, it isn't likely that her financial problems would have been discovered. A background check rarely covers misdemeanors, and it certainly won't include the employee credit check necessary to unearth this kind of history.
