Civil Records

A search of civil records, non-criminal offenses, by EBI's researcher network at the Lower, Upper or Federal Civil Court Levels.

What does this service provide?

Civil records are stored in courts at the county (Lower and Upper Civil Levels) and federal levels.  The difference between Lower and Upper Civil Levels is typically dollar amount; however, each state differs.  EBI retrieves civil court records directly through the appropriate jurisdiction and in conjunction with an applicant’s county of residence.  EBI’s network of courthouse researchers covers every courthouse throughout the United States; including coverage in Canada and other international locations.  Additional research is typically needed as identifiers are not as common on civil records.

At the county level, civil records can provide insight into the subject’s participation as a defendant within civil litigation proceedings or disputes.  At the federal level, civil litigation records can provide insight into the subject’s involvement in alleged violations of federal statutes or constitutional rights.  Cases at both court levels may be brought by individuals, companies or governmental entities seeking monetary damages, an injunction, or another remedy provided by law.
